Well boys and girls it is time to fulfill promises and help the people. Were do you start?  You promised to clean up and straighten out the mess the State of Louisiana has been in ever since I started voting 37 years ago.  About the only State institution that was beginning to show promise was the Public Education System (Elementary and Secondary) and the good looking Paris and prison bound Governor put a stop to that to gather votes from the big school systems. Up until His vote gathering action small poor schools got the same amount of money, as did the big rich ones.  In other words it cost the same amount to educate a child in Franklin Parish as it did in big ole Orleans Parish and the big ole boys hated that.  Louisiana practiced student centered education like home schooling does, the Sylvan methods, and most of the private and religious schools.  The State had a Minimum Foundation Program of Education for “each child” financed by an Equalization Formula that insured the same amount of money would be spent on each child in each school in the State.  The MFP was paid for by an EF.  Educators worked on this plan until 1948 when a standard salary schedule was set for teachers in the state. It would be very easy to go back to about 1972 and pull the finance records for the schools and do most of the “straighten out” of the school systems in the state. There is much doubt in my mind that the politicians in the Legislature want to give up this political “Sugar Tit” to really help the Education of children “not Kids they are baby goats”.  Seems like that is what we have been trying to educate instead of children.  NOT TEST CENTERED STUDENT CENTERED.
