An article in the Franklin Sun caught my eye about the trashy conditions of Franklin Parish and what the Police Jury was going to do about it. Well when does this big clean up start? Does the Police Jury really know what its duty is relative to governing the Parish? What does it know about the various Water Systems, Fire Districts, Hospital District, and any other group that is suppose to provide a service to a group with that group paying for the service? I called my juryman for information one time. The information I received was not very reliable or good. But I could not blame Him because the other information from another Juryman was similar so I gave up.
Maybe the first thing any elected
official should be required to do is go to training school to learn or at least
be familiar with local laws and regulations already in place concerning the
position the person was elected to hold.
There is ample time to do this between the time the person is elected
and actually takes office. The
population would at least know our elected officials would be familiar with
what their position and the state laws and local regulations passed. This should apply to all elected officials in
the state not just local ones. The
Governor has a staff that could take that persons place and find what past
state laws are on the books. There are
some laws just ignored an example the election of Local Parish School Superintendents. They
are Elected Public Officials and can be recalled at any time by a Majority of
the Local School Board. Yet, we see in
the news media some being given contracts for a term of years, which is in
direct conflict with state law. Any
students attending a school of any kind private or public can get free
textbooks. Yet some state officials try
to not go along with a United States Supreme Court ruling that books in
This looks good on paper but most elected officials say it could not be done and give all kinds of reasons why. But it can be done. The school board members in past years had to attend the training school before they got their commission to be a Parish School Board Member.
