Everybody says public education is dead and cannot be fixed in some parts of this Country. That is all wrong. I know the problems and they can be fixed. It is not the parents. They pay taxes to get teachers to teach their children and teachers are supposed to know how to teach. By the way teachers are supposed too be teaching children not Kids. Kids are Baby Goats More about that in later items. Until the mid sixties when the state was going to have a statewide consolidation of the States Schools did the issue of who owned The schools come up. The record of who owns a certain School can be found in the Clerk of Courts Office in each Parrish. Another item of interest is a 5mil Tax that is a constitutional tax that is levied without a vote of the people that is to be spent at each School built in a district. The only buildings built that are owned outright by a School Board is Federal built buildings because it is in violation of the law for the Federal Government to own a school inside The U.S. The Federal Guidelines specify that ownership of items including buildings, be retained by the local School Board. Local schools are owned by the local people that paid for the School. Money collected on a district wide basis must be spent for the reason collected. Tax money may be transferred from one budget item to another but it must be transferred back. Ownership of land was donated with clauses in the ownership as, “given as long as there is a school there”, and other reasons were sometimes given. The old minute books of the Board will usually have the same information as the Clerk of Courts.
